Basically you get the system from here: http://diferior.com/ it's popular because it's so (relatively) easy to set up your own tracker with this software. You host a server with the tracker on the machine and manage it remotely
I know it's easy to use diferior because there a re SOOO many small trackers up nowadays

I remember doing this several years ago. I would set up my tracker to share a few thing with peeps on a small private forum I belong to. It's knida kewl.

Nowadays you don't need to set up anything to share files with friends. uTorrent and Azureus are built in with their own trackers
